solution to host a bunch sites(100+) anonymous at different IPs

Gentlemen,

I'd like to build myself a nice seo-empire out of expired domains. My grabber is running and returning good results, but I can't manage to host all these sites with the technology I use at the moment.

I need something bigger.

All sites should be independent, no connection between them, no shared IPs, not even same class-c.
The hosting should by anonymous, to avoid detection as network as well as legal issues(I'm using scrapped archive.org content). And it should be cheap, cause it's quite a large scale of websites.

Any ideas / recommendations?

Rackspace clouds are based on dynamic IPs asfaik - with no way to make sure their subnets don't overlap.

does SEO hosting really make a difference though? I thought class C IPs helped mailers more than anything

Cheap and with the specs your asking for are going to be hard to find, if you cant find anything and have a decent budget hit me up.
