I'd go with PHP, if you use those bits of software you have 1,000's of files. Just create a simple template and use UR ($_GET) variables within PHP and you have lots of different pages.

You can get the auto blogging plugin for WordPress and have it create new pages at a rate you decide.

I basically scraped all the city and state data from a certain web site. You can use it to make bulk sheets, then just install a bulk uploading plugin for Wordpress (assuming you're using Wordpress) to create all the pages/posts.
I've been in the process of doing something similar for a couple of my sites. Just a word of warning though, if you are on a shared hosting plan, that many pages will seriously slow your site down. From my testing, it helped to makes these as posts rather than pages for some reason - they didn't slow things down as much. Also, and this really helps a lot, change your permalinks to one of the first three options (the numerical ones), the later options are much more of a strain on your database. I personally go with the one that's month,day,page title.
When uploading, I've had to do them in batches of 1000 pages - anything more than that would error out or only partially upload. I could never get all 20,000 pages to upload at once, it would always crash.
