So you can use google adwords to promote porn but not for adsense?

lets say you type in "tits" in google. i see advertisements on the side for porn sites. but when you apply for adsense one of the policies you have to agree with is "i will not place adds on sites that include pornographic content" right before you sign up. why is that?

cause porn traffic doesn't convert well for the advertiser(+ many other things).
