For my review sites I want to add the following items:

SiteMap,
Privacy Policy
Terms & Conditions

Are there sites where you can have this stuff build, even though you are not practically the company sending the consumer their order.

You will have to practically do the whole sitemap yourself as your sitemap will be different from others. Unless there is something that I don't know about.

try xml-sitemaps[dot]com

it'll automatically create an xml sitemap that you can upload to your server, link to from your index page, and then tell Google where it is.
