Is there ways to increase PR without writing articles, getting backlinks, or changing the webpage? For example maybe you wanted to optimize a businesses website and not edit any of their content.

You would have to up your link building efforts and up it big time if it's competitive. It's not smart and much more work to rank content that doesn't have any keyword mentions. At least throw it in a few times (in the title tag, description etc.)

How can you optimize something without changing it? You can probably get it to rank even without solid optimization, but poor on-site factors are going to hurt you.
