I think you do it as follows -

1. Scrape
2. Translate (auto)
3. profit?

But how do you automate the process? Is it a tool that would scrape and translate a whole webpage at the time?

There are no public tools. If you're a programmer you can do it easily with C# and a text extraction library. If you're a noob consider buying ubot and doing it yourself.

You should buy a AUTO-TRANSLATOR ENGINE... how much it cost and from where you can find it I am not sure about this. Yeah! but the relevant tool you can find through GOOGLE

you would need to get a coder. seems like a simple project. how many webpages you need to translate? you probably can do it manually with google chrome if its not too many.
