Recommendations on Picture Voting Software?

I need some software (commercial or free) that provides similar functionality to hotornot and the various ratemy* clones around the place. Basically, users can register, upload photos and others can vote/comment on them.

Any suggestions?

If you know what you're doing, it wouldn't be hard to implement that functionality into Pligg very easily. Are you a developer or just toying around?
