SEO Host seems relatively new. Is this the same as SEO-Host? A lot of the details look quite similar.

Why be limited by a reseller account, why not just get a vps and grow as you need?

No reason you can't grow with a reseller account and then move over to a vps account once the need arises. Many simply find that the reseller account is much easier to manage than a vps (unless fully managed in which the cost difference is vast).
