Recaptcha During Registration Doesn't Work

During registration all new users get this error

Captcha is verification automated public turning test to tell computers and human is a common web technique used to help ensure that your respondents are real human and not a program written to spam your survey captcha is a third party service provided. The captcha doesn't display on user register form. I have no problem on the site wide contact form.
