Question on Buying an Aged Domain. Bought One...

I bought an 11 year old domain last week for like $17. It is not indexed, it has - backlinks using MajesticSEO Historical database. It has PR0.

The weird thing was it has ZERO captures in wayback machine. I am thinking that the domain has just never been used.

Do you think this has a penalty, or is it good to try to build out?

Even if it did have a penalty, there is no reason AFAIK that the wayback machine wouldn't capture it.

I'd suggest that the domain has just never been used.

Archives doesn't do penalties - it just has been used before.
You can build a site on it, but from I've seen, domains with no prior content doesn't provide any seo advantage.
