Question about app submission

I have a website which gets a good % of repeat mobile users, so in order to attract more mobile users I was thinking of having an app made which just redirects the user to my site. Would this app be accepted by all the big app stores or is it considered spam?

google play accepts webview apps(basically what you'd be creating by an app that just views a url) but itunes will not.

Thanks. Would there be any other way of reaching iphone users with such an app? (apart from paid traffic)
