Page Backlinks vs. Domain Backinks

I'm looking at some websites competing for my keyword, and I see some sites that have 1 or 2 backlinks to the specific page/keyword, but have 1,000+ domain wide backlinks. I don't think I can beat 1k+ domain backlinks anytime soon, but I can definatly win in the keyword/page backlinks. So my question:

How much weight do total domain backlinks have compared to page/keyword specific backlinks?

If a site has 1k domain backlinks, but 10 backlinks to the one keyword, could I outrank for that keyword with say 70 page backlinks and 500 domain backlinks?
*Figuratively speaking, Im not saying those are the exact numbers I'm going for*

Too many variables to say. Keep in mind that many sites with 1k backlinks to the main domain might be from just 2 or 3 sites with sidewide links linking to them, which aren't worth as much as in-content links from multiple domains.
