anybody have recommendations? I've heard people say that many hosting companies claim to be offshore and really are not?

Surf for US$1/month hosting services and forget wondering where they are from (I couldn't care less, as a matter of f*ck/t). If you can't afford that, I'll start crying.

I don't want to spend more than the going rates, just want to be sure the servers are offshore.

What's "offshore"? I guess you're being 'americocentric' -- is the UK/Australia/EU "offshore" enough? Or you looking for something out of the jungles?

Find the registrar for desired country's TLD and see if they've got recommended partnerships/hosting companies/whatever.

Katz Global treats me very well. Foreshore for high-volume stuff on my own machinery.

This just really depends on what you are doing... and how "offshore" you have to be to protect your self. PM me, I may have some solutions.

what exactly are the reasons for wanting offshore hosting servers. i mean, i can recommend a few but for the most part need to know a little more to give you a more accurate suggestion.

some global hosts however won't reach everyone on their internet if they are block incoming traffic from a particular country... I know here in the US many larger hosts will block out China as it seems we get a lot of attacks from there.
