Today the United States announced it will be investing $700 million this year in enhancing Mexican law enforcement and judicial capacity and working closely to coordinate efforts against the cartels. The Department of Justice, through the FBI, U.S. Drug Enforcement Administration (DEA), Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), U.S. Marshals Service (USMS), the Criminal Division and the Office of Justice Programs, will work to investigate and prosecute cartel members for their illegal activities in the United State and with law enforcement colleagues to disrupt illegal flows of weapons and bulk cash to Mexico.

i believe they are referring to atf operation fast and furious which allowed 3500 tracked guns go to cartels. this operation came under scrutiny after border patrol agents started getting whacked by the very same gubs they were tracking.
your title makes it seem like the obama administration is profiteering from the sale of firearms, i think this couldnt be farther from the truth. when the government wants to take risks like that they know the profit is in the hard stuff, ask the cia.
a little back history on the cartel violence here. the cartels operated with relative peace not long ago. they were similar to the mafia of americas golden age. business and disput was conducted with handshakes and respect.
one day the gulf cartel decides to hire the zetas as their strong arm division. if youre not familiar with the zetas, they are ex mexican special forces. its similar to the navy seals abandoning their post and going to work for the largest organized crime syndicate in the county.
eventually the zetas got tired of being hired thugs and decided to go out on their own. they werent indoctrinated into the ideals that the old school cartels understood and respected: mainly that violence brings heat and heat is terrible for business.
things have obviously changed now that these guys have entered the playing field and nobody likes it. there is even a group formed by several cartels called the mata zetas, if you can decipher the name then you know their mission.
because of the zetas background they have no trouble getting arms. they have military grade vests, grenades, rpgs, machine guns...all that shit. they all do now.
one of the biggest problem with the war on drugs is they are taking out the leaders who keep relative control of everything. its like taking out the queen from an ant farm and watching them all go nuts.

I use to party in Juarez when I was around 18 and it as reality safe (don't eat at a flea market or street vendor it makes you sick, but tastes great =( ). Now from what I hear it's pretty nutty down there.
