Noob question about CPA networks

Does anyone use any of those "Top 20 CPA's". Also does anyone use them without a website. I have ideas on how to se CPA without a site, just want to know if its worth my time. Any insight would be helpful.

I have, yes you need a website and if I am not mistaken they will call you and ask for proof that you have made money in CPA. That was a few years ago don't know if they do that now.
