Need info on rebates offered by adword and other PPC programs

Hello, I am a bit confused about those rebates that adword and other PPC programs offer I know that when you sign up for some hosting on some hosts they sometimes give you some rebates. Do they work if you are already a lets say a adword member or only for new signups? Is there somewhere or someone out there that gives them away does it work like the codes out there for discount on domain registers?

They only work for new account sign ups.

I'm not sure where they actually get them from, I guess google gives them out to hosting companies, ect.
