A new campaign used to be a peace of cake with 300 keywords being valued "Great"
Well, now 150 are inactive with average CTR- 9% kinda funny!

i would like to have like 5%, but on a 5000+ keywords campaign its kinda hard

Theoretically, yes, but practically you will have to create around 1000 pages. Although it can be automated somehow...
