Does anyone use Mikado Method?
The Mikado Method shows a pragmatic process to plan and perform nontrivial technical improvements on an existing software system.
I especially like the concept of "technical debt" and the best way to fix it.
Let's consider to challenge a project (new or existing) and its complexity forces us to learn a new language or framework, and in the shortest time possible.

To end my rant.. "Technical debt" really is no new term. It goes back to at least 1992, but the concept was known before that.
