Membership Site/CMS recommendation?

I'm in the early stages of planning a project right now. I may have to hire a programmer for this, but I've seen some packaged solutions and wonder if anyone here may have a suggestion for me.

Here's what I want.

• The option for members to pay a monthly fee for membership, or purchase an item through my affiliate link for 3 months free.

• To offer certain members the ability to recruit new members and earn 50% of the monthly fee.

The content of the site will be training videos, articles, forums and coaching on a niche industry. And no, it will have nothing to do with affiliate marketing, with the exception of offering members a commission for recruiting new members.

Doesn't Vbulletin do all of that right now? Shouldn't be too hard to make a presentable front-end for it as well.
