I am currently looking for web development projects in PHP, Python, jQuery, mysql, wordpress plugins, zend frameworks 1/2, vbulletin and more.

I enjoy mostly working in zend and will take those projects over other, i can do admincp type skinning in bootstrap css.

I develop at fair market value and get things done well and with good communications.

I generally don't do any design work but if you need something like an admincp skinned i can do that.

I contracted Victory to do a semi-large web app. He communicated extremely well and once we agreed on the exact features he got to work and completed the site extremely fast (after working with some other freelance devs before working with him, I was actually shocked at the speed and quality of work he did). He took care of several other new features and additions I requested as well and was able to easily handle everything I requested he do. If you need someone to code something small or something large, I highly recommend him.

I can fully vouch for Victory. I'm the owner of Neverstill Media (AndriodForums, Phandroid) and he did great work for us. He is great with communication, very responsive, works his butt off, and is an honest/upfront individual. It was a pleasure working with him and in fact, I'm STILL working with him on some smaller projects.

If you need a great developer, have the budget, and have the opportunity to pin him down... I highly suggest it.
