I know that UBHosting is very lax with questionable content.

Back when I was running a free hosting site they ignored all the phishing complaints that were sent to them, and at that time I was getting a lot of them.

They are hosted in Canada if that is 'offshore' enough for you. I actually think the owner used to run his company out of New York, and then moved it to Canada because he was facing scrutiny in the US about the content he was hosting.
