Local Search Links in Footer

So I'm trying to rank my web design site for local terms (city + term). So if I'm building a page for every city they have to be linked to from somewhere on the site right? or should each basically be a landing page? Amazon has tons of shit in their footer but they don't have to play by the same rules as peasants.

Only place I can think of is the footer, which I've started doing and have started to see some quick results. Seems like footer links is something Google frowns on. Should I say fuck it and keep going since its starting to work or reconsider/do something else?

Basically my footer looks like:

Web design services in: Tanzania, Butt-fuck Egypt, New Jersey, Zanadu

Also, should I try for some exact match anchor text or just keep it natural looking?

Stupid questions, but I guess it's different when working with sites you don't have the option of just grabbing a new domain for and starting over.
 


Sub domain the cities? Have an LP which directly asks the user to which cities HQ they'd like to see...Multiple domains, interlinked? Depends on how far you want to scale I would think...otherwise you're left with content/linking.

I wouldn't go footer though.
