How about an area on WF dedicated to webmasters seeking link exchanges? It would be a great resource for finding like-minded individuals in your industry or niche.

I would just post it in Sell, Buy, Trade area.
I never actually browse "categories" anyways, I just look at New Posts and do Searches. I would guess that many members do the same, so if you post a link trade opportunity most people will probably see it. Just use a description of the type of site/niche in the topic so you actually attract some people (instead of just saying "link trade")
