Well, link building have nothing to do with the Panda algorithm that mainly judge the quality of your site based on his content.

Editorial links, guest Post outreach & PBN backlinks (all this mixed with "links profiles" on Alexa 0-10000 sites) it's still killing it and probably will keep it working for a very very long time.

Do link building in natural way without over optimizing certain Keywords. Use some generic Keywords too...
Use a variety of powerful links like Homepage PBN links,Edu & Gov links, Guest posts from high credible websites in order to rank well on Google.
Also try to drip feed links so that they would appear natural.

I think PBN is still the way to go although you must make sure to only publish quality contents from these networks. And to attract visitors, can use a tool like an offerwall so to engaged visitors from checking out these networks that will eventually lead to your main site...:)

I read seomoz and semrush to know about latest link building strategies.I follow them often and build links according to that from time to time to avoid getting penalized.
 
Guest blogging is still the best link-building strategy for me. I have been finding some good sites on Kallisto.io for guest posts.
 
As for the best link building strategies, I would say that you could use PBN as this would bring you the fastest results, but you could also go with writing guest posts and connecting with other reliable sources on the internet that are somehow related to your niche, or to try some tactics like skyscraper technique where toy would update and replace an existing article.
