Job Traffic and Education Offers

I've never run any education offers but took a look at the offers available in a few networks today.

Some of the offers say either "No job traffic" or "Allows job traffic".

Can someone please tell me what "job traffic" actually is?

craigslist/monster.com etc leads or giving the illusion that the person is applying for a job.
