What do they mean when they ask if your traffic is incentivized?

Are they referring to when...

You are offering money for people to visit your website.

or

You are paying money for traffic (e.g. all your traffic is paid).

it's when you're offering money to people to see your website. adwords is not incentivized. you didn't pay the visitor. whereas ptc is.

EX. use and content blocker, the only way the user can see the pr00n on your site is the complete an email submit and you will unlock the content on your site. So basically they get something out of filling out your free ipad offer.
