Is there a definite way to tell if something just won't convert?

send 1,000 targetted uniques to it, if it doesn't convert once and you can't change the landing page, its probably not going to.
 
Thats good advice.

You can also sometimes just tell that the landing page / offer creative is poorly designed and will probably not get the user to take the desired action. I think you get better at this as you gain experience with successfull and unsuccessfull offers.
