I registered a handful of keyword rich .infos that aren't good domains, planning on using them for MFA sites back when that was popular and .infos were going for $2. I let the domains expire, but I'm getting emails from someone offering to sell me the .COM versions for $195.

It's obvious they registered the names planning on trying to sell them to me, considering they were just registered and they sent this email for several domains.

Could be an interesting strategy if they were a little more dilligent and bought domains that were developed and that someone actually might want.

They are probably domain kiting (or tasting). There is something like a 5-day grace period when someone regs a domain that they can get a refund. Normally, people do that with dropped domains to get whatever traffic is coming to them.

Wait a few days and see if they become available again. If the domains were new, they probably won't try to keep them. If you really want to mess with them, register the domains and offer to sell back to them. Don't forget to cancel them before your 5 days is up.
