In Need Of: Taxi Cab Fare-Calculating Application for web

I'm looking for someone to develop a simple Taxi Cab Fare Calculator Application based on three database files I have. I already have this program written in a language I am unfamiliar with that you can use as a reference if you like.

This needs to have good UI for web and mobile browsers and look decent on the website I'll be putting it on.
