This guy is not American, has (apparently) no American customers, is legally registered outside of America, and hosts his sites outside of America. But his websites made America cry, and his registrar is eNom, so *poof* went the value of however many inbound links, directory listings, reviews etc. that went to those domains.
Many "offshore" hosts and domain companies actually are reselling US-based services. Do your homework if you're doing anything that could be considered remotely likely to miff the USG.
