.htaccess and xp

The operating system is irrelevant, it's all up to the Apache configuration.

you mean to open the file to edit it or are you running apache on xp?
if you just want to edit it, get a clean one from whatever script you are trying to run and open notepad first, then select file|open and open the .htaccess file.
If that doesn't work like expected, then go (in windows explorer) to tools|folder options|view and deselect "hide extensions for known file types"; also "show hidden files" should be selected. Try opening it in Notepad again.
Oh yea, in Notepad, don't save it as anything. Just use "save".
