I never really understood what people meant by this but I'm going to try to see if I have the correct understanding.

So, you change your ip address to another proxy and set up the website normally or am I incorrect?

Any source that can tell me how to set up a website on a private proxy would be great.

Most likely you heard set up a private Proxy or squid proxy server on your web server.

The only reason you would want to use a private proxy to setup a website is if you don't want to be traced as owning that website. But a private proxy is just a small piece of the puzzle. You'll need a throw away debit card for registering the domain, maybe private whois (could also be what you heard) or fake whois info, and a throw away debit card for hosting, and use the private proxy to login. There is a lot more to it - even when getting the hosting and registering the domain you'll need a private proxy, but that's the basics. Hint: VPN -> Proxy chain.
