How do I slip another page in listings

I see this a lot, and was wonder if there was an easy way or a better way to slide a listing below my current #1 listing for a keyword besides just making a new page for the same keyword or is that basically the gist of it.

ie: when I search for something like congress in google theres

Wikipedia
fdsfh sajf hasjkf haskjfas

----Another Wikipiedia Page
----gfgdfgdfg gdsf gdsfg dsg ds

From my exprience, google only wants each site to rank once per domain. For multiple relevant pages on the same site, they'll do the sub-rank like that.

The short of it: you need two seperate pages that are good in content yet related and it'll do that.
