Mothers day is coming up on May 11th. I was thinking if I got the mothers day section of my site ready and launched it on April 20th that would be 3 weeks and would be good. Should I move it up a week? Start now? How far in advance do you start when it comes to holidays?

Depends on how you're gonna promote it... PPC preparation is different from SEO. In most cases though, the earlier the better.

Haven't decided if I'm going to do any PPC yet. Probably do a little. I think I'll try and get it up and running this week then.
