help with building a site

Good Afternoon all,
I’m looking for someone to create me an incentive program software; I want to use this software to allow my members to Earn Points/ site dollars for doing online shopping, reading emails, playing games, searching the web, and taking surveys etc. I then want them to be able to use the points/site dollars to purchase merchandise that I offer. Where can I get more information on getting someone to create this site/software for me?

Take a look at a CMS like Drupal or Joomla. Modules exist for giving points based on actions, workflow, whatever, and carts exist for them that support buying stuff with points.

It is already created, you just have to piece it together, until you find a certain special situation that isn't supported, and then it doesn't matter how great a coder you are when you start to unravel the API for the first time or build your own module.
