Help~site that was hit badly by Penguin, Panda recovered completely?

Does anybody have a site that was hit badly by Penguin, Panda and got a notice of detected unnatural links from Google webmaster and has recovered completely..

If so please let me know what worked..
My traffic is still down by 70% on a site that sells a product and can't be dropped and new site started.

The site is an established product, it's an 8 year old URL with a large forum with over 1,000 members.

Yes we had been pretty aggressive with articles which were definitely targeted keywords with no generic or long tail at all.. If over 60% was the cutoff I was far above that..

Back to my original question.. Does anybody have a smacked site that has recovered? I was getting 1,200-1,300 cookie verified on Statcounter unique IP hits on the weekends and now I'm down to 5-600 ARGH..

Has anybody brought a site back by building non-exact keyword backlinks to lower the total targeted % below 60%
Will this work?
