Google Traffic Estimator CPCs totally wrong?

Ok so I'm going through some of my PPC campaigns and trying to analyse why they work in more detail and finding that google traffic estimator is totally way off.

It's saying the max CPC for a keyword is $2. Iin reality I'm paying 7c CPC and appearing average position 3. There are a bunch of competing advertisers, so can't imagine it's getting pushed up by just one person. It's obviously great, but doesn't give me much faith in using it to research new keywords.

Am I missing something here? Has anybody else had this sort of discrepancy?
 


Well, it is called a traffic, "ESTIMATOR" for a reason. You're not going to get 100% accurate data.
 
Maybe spots one and two are fighting it out. Maybe their quality score sucks.

Maybe your QS is great but will get reevaluated.
