No, it's more like a standard api. So if you're a facebook developer instead of porting your app to linkedin, bebo, etc, you port it to opensocial and it will work on all of the participating sites.

No where since they haven't actually released it yet. Watch the news though and check techcrunch I think they have a link to where more information WILL be released once it is released.

Is this just something to undermine Facebook, or something Google is really going to get behind and get some real partners?

I'd love to develop some social apps, that's where the action is. People with nothing better to do keeping your site busy and creating content. What else could you ask for?
