Google Drops Sponsored SE Listings

First time I ever seen that little sponsored listing at the top (apparently it's a lot cheaper as well - for now):

part of their new local initiative. if you're a local advertiser, and someone searches for a related term you get the top of the map.
 
I just went into my Local Business Settings and found NOTHING for any information on Sponsored Business Listings....

Is this tied in with Adwords at all?
 
It started beta on a case by case basis (SoCal I think), expanding outward in larger cities as they tested.

Actually, it is only an "enhancement" to the listing from what I understand. Meaning, it won't improve your ranking in the "7 Pack" just add a highlight to what you want. Looks like it can be your website, a coupon, picture, etc. Here is a write up on it:

It looks like it costs $25 bucks a month flat rate.
