google.com and local google sites

ok - my first post and my first question ...
- I have an English keyword which ranks #1 in google.com
- however it ranks #5 in local google sites like google.se or google.de
- then it ranks #1 in google.fr

it is the same group of sites on first google search page but every time on local google sites they are in different positions. All sites are in English.
- keyword is universal

I need to rank #1 on all of them

please post your comments or links here
I just need to study more on this google behavior
- share with me if you have any thoughts

get more links from:
- .se and .de domains
- sites hosted in those countries

... interestingly but i have no links from .fr and rank #1
... though i have a lot of links from .se but it ranks #5 there
