I don't know dude...It's still not explicitly defined in the TOS, so I'm going to push it for as long as I can.that is a huge kick in the balls for a lot of people including me.

This is just a theory, but here's how I see it:
- You've got sites (arcade, myspace) that have shit traffic that doesn't convert very well....Google can't ban these sites, but it's in their interest to lower the CTR otherwise advertisers get pissed.
- And then you've got a content-based whitehat sites, these have legitimate traffic so it should convert a lot better.. so they're a lot less likely to get into trouble for using images
