You mean domain registrar, hosting a separate deal from the 2.17 registration. And like with most domain registrars you can register your domains with them and host elsewhere as is typical. Far as renewals, those incur at the normal rate, or if a supported renewal promotion is available. Course keep in mind as per ICANN rules you cannot transfer a domain until 60 days has passed from either the initial registration, or the last time you change the WHOIS contact info.
