Getting the first actual experience

Was gathering intel about AM for 4 months now, got the basics, and now wanna actually do some work. Here is where I stand:​

  • Can program ASP/PHP/JS/HTML.
  • Know some Photoshop/Dreamweaver.
  • Had experience with building small sites (hence the 'skills' above.
  • Have a domain+sharing with tracking installed.
  • Got 4.5K at my disposal.
I wanna start promoting through PPC, but don't know how to get approved by the networks (copeac, azoogle, mediatrust, etc)​
I've read that you can BS them into getting you inside, but I don't wanna risk being banned. Plus, I'm from abroad (Israel) and that's probably not in my favor as well.

I need a network that would approve me so I can gain some experience, but (probably) no network would take me in.​
How can I gain the experience? What should I do?​
 


Being an international affiliate makes it tougher, sure, but as far as I know Israel doesn't have a big fraud reputation (someone correct me if I'm wrong).

If you're willing to pick up the phone and call up the aforementioned networks, a little transparency will go a long way.
