Getting the ads you want?

Ok, say I type in a keyword on google or yahoo tools to find prices of keywords. For the same term on both I get keywords that people people are paying $5.00 for top bid and slowely going down. My real question is how do you get those top ads to display on your site. I am only getting the middle of the pack ads displaying on the page. How do you target the top ads, do you put the web address in the page or what?

there is a content network and a search network. alot of the higher paying ads do not use the content network so lower payout.
