it is safe but realistically you do not want to have to request a page each and every time your website is requested. If your looking to make a ROI on any site, it's worth investing or finding a database of the information for speed and only if it's not in the database then do the lookup. Good post though
 
There is a good DB out there for $370 (Maxmind), mind you this is by city so if you only want country it's less.

I do agree with JackLinks though speed is key and you want this info on your DB.
