Floating "window" - how is this done?

I'm trying to figure out how the floating newsletter signup window (as seen here) was done. But after looking at the source code and also the stylesheet for the page, I'm still lost.

Does anyone have any links to articles or tutorials on how to do this type of thing? I want to implement a signup "window" that will be closeable and not too annoying. In other words, I'm looking for someting a bit slicker than a pop-up.

Only problem is that it's draggable and it shows up everytime the page is loaded, so if they signed up, it would still show. I'm sure it would be easy to get around though.

I assume that the "don't show this again" check box must somehow work with a cookie?

yeah it's definitely a cookie, the rest is css and a little bit of javascript
