I'm totally new to finding web development work on the web.

I've been learning Ruby on Rails and I've become proficient with CSS, HTML, and Javascript.

Now I'd like to make some money with it.

Elance is tough to compete in. I've got some friends who I'm waiting on to pass some hourly tasks on to me, and now I'm looking for more work via forums.

Any ideas on where I can look?

You guys have been a huge help to me in the past so I figured I'd throw this question out here.

Thanks again.

Another vote for Freelancer.com. I've found work on there and have personally hired a few freelancers off that site. There is ofcourse some competition (mostly from india) but i'm sure if you present a good case, put in a competitive bidding price and show that you have experience, i'm sure you can make some money.

Good luck..you can do it!

Find work locally. You won't be able to compete globally in any development niche for any decent amount of money, unless you have a top-level portfolio. Locally, you can get tons of gigs working with businesses or partnering with designers who can't code front-end.
