If you are going for free, then you won't get a lot of bells and whistles or will have to deal with clunkyness.

Notepad < SCiTE < Notepad ++ < Netbeans < Eclipse

Netbeans is the master of tools, then use Notepad++ for CSS and Firebug to debug and check. It's all free, better and a more professional setup than dreamweaver, now start to work.

i use it at work on my mac...it does the job...not like dw which has all the perks but this gets it done
