Domains with zero metrics but GOV links?

I've scanned gov website and found lot of free domains. Most of them have DA 1 / PA 1. Only value - this link from government site.
Is this domains have any power, is it worth to buy it and 301 to main (or tier 1) website (PBN)?

I would consider Majestic Topical Trust Flow metric more important when choosing pbn's so that it can give me relevancy to my money site. Works good for me from testing.

I second that. DA/PA are not accurate in many cases. If your .gov backlinks have TF>10 and CF> 15 you should be OK. Anyways, as of my experience so far, domains with only a few backlinks, won't help that much. Try to participate in auctions (GoDaddy, NameJet, Snapnames etc') - you can find some great gems under $100 - with age and quality backlinks.
