I have a question about PR and domain sales. A domain I want expires in a month and has established PR. Will that PR revert to 0 if the domain expires and I purchase after the grace period is over? Question 2, if I purchase the domain before it expires and completely change it, does the PR reset?

The PR does not necessarily reset, but the SE rankings may (and probably will) change. The SEs monitor Whois changes.
 
Check the backlinks on the Domain. If you have no backlinks, it's just like buying a new domain because when the next PR update hits say bye to the current PR.

Anyways, who cares about PR anyway? ;)

Good idea on the backlinks.

I am not basing my decision to buy it on the PR just learning how the system works.
